PUNJAB MUNICIPAL DEVELOPMENT FUND COMPANY

POSITIONS AVAILABLE

PMDFC has been supporting local governments to build infrastructures and healthy cities. PMDFC is seeking the services of qualified, experienced and dynamic professional for the following positions for Punjab Inclusive Cities Program (PICP):

1. Position: Program Officer (WATSAN) (01 Post, Faisalabad Based)

Qualification:
- 16 years of education or higher degree in Civil Engineering from HEC recognized University.

Experience:
- Minimum 08 years of post-qualification experience for 16 years education or 05 Years for at least 17 Years education related to planning, designing & supervising infrastructure development projects and operation maintenance of municipal services infrastructure.

Age Limit:
- Maximum age limit is 55 years.

2. Position: Deputy Program Officer (Occupational Health and Safety) (OHS) (01 Post Lahore Based)

(The position is Lahore Based, with required field visits for program activities).

Qualification:
- Bachelor's (04 Years) / Master's or higher degree in Environmental Engineering/Sciences, Occupational Health & Safety from HEC recognized institutes.
- Certification in NEBOSH IGC and ISO 45001 Lead Auditor will be considered an asset.

Experience:
- Minimum 07 years of relevant professional experience in implementing and monitoring OHS systems for infrastructure projects, preferably under donor-funded programs such as the World Bank or ADB.
- Must demonstrate proven experience in developing and implementing OHS management plans, conducting hazard identification and risk assessments (HIRA), and ensuring compliance with national and international safety regulations.
- Expertise in incident investigation, root cause analysis, and preparation of corrective and preventive action plans.
- Must be capable of conducting safety inspections, audits, and toolbox talks, and providing training and capacity building to project staff, contractors, and workers on safe work practices, use of PPE, and emergency response procedures.
- Sound understanding of World Bank's Environmental and Social Framework (ESF) is essential.
- Skilled in preparing OHS monitoring reports, compliance checklists, and performance review matrices, ensuring effective coordination with contractors, consultants, and local authorities to maintain a safe and compliant work environment.

Age Limit:
- Maximum age limit is 45 years.

3. Position: Quantity Surveyor (01 Post, Lahore Based)

Qualification:
- Diploma of Associate Engineer (Civil) from an institution recognized by Government of Punjab.

Experience:
- 10 years of minimum post-qualification experience in scrutiny of structural drawings, quantity surveying and scrutiny of the rough cost and detailed cost estimates of projects containing civil, mechanical and electrical items of work.
