HIRING OF LEGAL CONSULTANCY SERVICES FOR INTELLECTUAL PROPERTY LAW REFORMS IN PAKISTAN
The Intellectual Property Organization of Pakistan (IPO-P) invites proposals from highly reputable law firms based in Islamabad to provide comprehensive legal consultancy services concerning focused on strengthening Pakistan's intellectual property (IP) framework, Genetic Resources and Associated Traditional Knowledge (GRATK). The selected firm will conduct a detailed review of existing national and international legislation, analyze relevant international treaties, and provide actionable recommendations for legislative reform and enhanced IP protection. In this regard, IPO-Pakistan intends to hire the services of a Legal Consultancy Firm on contract basis as per the details given below:

The bidding law firm must meet the following criteria: <br> 1. Be a highly reputable and established law firm based in Islamabad. <br> 2. Have at least one member possessing an LLM in Intellectual Property Law (research-based) from a prestigious international university. <br> 3. The member must have 20 years of experience working as an advocate and 5 years of experience as a law officer.

- The appointment will purely be on contract basis for 1 Year.
- The performance of the selected firm will be evaluated every three months, and continuation of the contract will be subject to satisfactory performance as determined by IPO-Pakistan.
- Firms must disclose any actual or potential conflict of interest regarding the IP Treaties. Failure to do so may lead to disqualification.
- Firms that are blacklisted by any Government/Semi-Government/Autonomous body are ineligible to participate. A declaration to this effect must be submitted.
- All proposals must be submitted in sealed envelopes on or before 11:00 am within 15 days of advertisement. The bids shall be opened at 11:30 am after 15 days of advertisement in the presence of bidders/representatives at the address given below. Bids received after the specified time shall not be accepted.
- IPO-Pakistan reserves the right to cancel the hiring process at any stage as per rules.
- Concealment of facts and any direct or in-direct pressure for hiring would lead to the disqualification of the candidates. If any firm found ineligible, will be disqualified at any stage of the recruitment process.
- This is a "Single Stage Two Envelope" bidding as per PPRA Rules. The envelope shall be prominently labeled as "PROPOSAL FOR LEGAL CONSULTANCY SERVICES", written in a clear and legible manner.
- On the basis of merit, only eligible and short-listed firms will provisionally be called for interview.
- No TA/DA will be paid for appearing in the interview.
