Registration / Membership for Professional Structural Engineers
The Parks and Horticulture Authority (PHA) Gujranwala requires applications for registration/enlistment from professional structural engineers/firms registered with the Pakistan Engineering Council (PEC) (valid until at least June 2025) for checking structural stability and vetting advertising boards, specifically those installed on rooftops. Interested individuals or firms can submit their applications along with relevant documents detailing their special skills and experience using the prescribed form by August 27, 2026. Important Terms and Conditions are Listed Below:
- According to the Out-of-Home Advertising Regulations 2017, only individuals/firms registered with the Pakistan Engineering Council (PEC) will be eligible for registration.
- The registered engineer will personally inspect the site of the installed boards and issue a stability certificate after satisfaction.
- After inspecting the registered engineer's board, the engineer will be bound to issue 2 copies of the stability certificate, out of which one copy will be submitted to the relevant advertising firm and one copy to the office of the Deputy Director Engineering Parks and Horticulture Authority (PHA) Gujranwala.
- The Director General PHA will determine the fee for the stability certificate, and registered engineers will not have the right to charge more than the fixed fee.
- In addition to basic and technical inspection, "Rust Proofing" must be ensured before issuing the structural certificate.
- Apart from fulfilling the technical and safety requirements of the said board, any structure must be capable of withstanding a wind velocity/intensity of at least 150 KM/H to qualify for the issuance of a structural certificate.
- The duration of the engineer's enlistment/registration will be 1 year (12 months), and it can be extended for another year based on satisfactory performance.
- Registration of the interested engineer/firm with FBR and PEC is mandatory.
- The structural certificate issued by the engineer/firm enlisted with the Parks and Horticulture Authority (PHA) Gujranwala will hold the status of a legal document, which can be presented in any court or legal forum if required.
- The competent authority reserves the right to cancel the enlistment at any time in case of violation of departmental terms and conditions.
- The interested engineer/firm will be bound to issue the structural certificate only after completely fulfilling all the above-mentioned terms and legal regulations.
